Sir,

I have the honour to acknowledge the receipt of your despatches No.3244 of the 31st ultimo enquiring whether any punishment has been inflicted on the persons concerned in or responsible for the stoning of H. M. S. *Kobin" at

Luklao.

Although strictly speaking this matter came within the province of Her Majesty's Consul at Shamshul,

I under the circumstances, and in compliance with Mr Little's suggestion took charge of the case.

I have succeeded in obtaining the punishments and amends for the insult offered to H.M.S."Robin" as well as for the outrage committed on the British steamer

"Lungkiang".

1. A fine of $300 has been inflicted on Luklao and the Officers responsible, and has been paid. Of this sum 915 will be given to the Carpenter of the "Lungkiang" who was wounded and the balance to Chinese Charitable

institutions in Canton.

2. The Tipao or Headborough of Luklao will be

cangued for 14 days.

3. A proclamation warning the people against such outrages in future has been issued.
